Minimum vs recommended
The jump from minimum to recommended is mostly CPU, GPU and RAM. Storage stays at 2 GB in both Steam rows. DirectX 12 is listed for both. Steam’s target notes move from 720p to 1080p; they do not publish a frame-rate number, so this page will not invent 30, 60 or 120 FPS claims.
Can my PC run it?
If your machine is below the minimum CPU/GPU/RAM row, Steam is telling you the game is outside the published floor. If you meet minimum but not recommended, the honest reading is that Steam is targeting 720p-class settings, not that the game will be smooth on every 2013 GPU.
